Firstly what is procurement? What does it mean?
Procurement is the acquisition of goods and/or services. It is favourable that the goods/services are appropriate and that they are procured at the best possible cost to meet the needs of the purchaser in terms of quality and quantity, time, and location and any other criteria that may be applicable to them in terms of their needs and requirements. Companies and public bodies often define processes intended to promote fair and open competition for their business while minimising exposure to fraud and collusion. This usually takes place via a Tendering Process.
Public tendering or public procurement, is the procurement of goods and services on behalf of a public authority, such as a government agency and usually has 3 stages.
- Expression of Interest (EOI)
- Pre-Qualification Questionnaire (PPQ)
- Invitation to Tender (ITT)
